While Sets doesn’t necessarily have to be ordered to be a set, Elm’s Set is. I’m working on a HashSet for Elm right now, so there could be multiple Set implementations in the future.
The point is that Set’s are collections, and so there are multiple functions available in the List and Array API that also makes sense to implement for Set.
