Perhaps this Elm keyboard package can help.

@Ivan_Moroz you can easily check on the values of alt, ctrl and shift keys with this package or have a look at its source code to copy this part if you only want this functionality. You can copy this decoder for the metaKey property if you want to detect the command (mac) / windows key. It does not work on Linux though.
