Today we entered https://package.elm-lang.org, but we couldn’t view packages for elm 0.18. Is there a special URL?

If you know the URL you can get to it directly. For example, the 0.18 core docs: https://package.elm-lang.org/packages/elm-lang/core/5.1.1/
AFAIK it is being worked on to have them show on the search results (from peeking in slack).
