Hi, what’s the difference between https://github.com/elm-lang and https://github.com/elm? Is one for v0.18 and the other for v0.19? or is it just some leftover?

elm-lang was the original organization name for the core elm libraries. The owner of elm org donated that name and with the move to 0.19 the core libraries were migrated there.
elm-lang remained in use for legacy purposes (old codebases).
